This antique veterinary instrument is stamped "Arnold & Sons, London" - J & S Arnold started this company in 1819, it was known as Arnold & Sons between 1866 and 1923.
It has a slotted brass guard surrounding a steel cone shaped rasp.
It has a hollow steel stem and a brass handle.
The rasp head turns freely when the steel rod inside the stem is turned.
