There are some very similar stirrups in the Met Museum in New York. They were donated by George Cameron Stone and are described as 18th /19th Century & Syrian.
These stirrups are made of iron with a dark aged patina.
They have a rectangular footplates or treads
There is a small square "foot" on each corner of the undersides of the treads.
The curved triangular sides of the stirrup have damascened or koftgari inlaid copper and brass wire decoration with a central cypress tree motif.
There are silver studs around the borders of the decoration
