This is a black cotton rope which would loop around a hose's neck One end terminates in a black leather strap with a black japanned buckle. The leather is still flexible and strong but there is a little surface crackling. There are some chips to the japanning of the buckle. The end of the rope is bound with thread - this could be tidied up There are no maker's stamps or ordnance marks.
