This is a plume of horsehair, th uppr part has bn dyed scarlet or maroon, the under part is grey or white. It is suspended from a brass globe. There is a suspension loop at the top of the globe, it is attached to a narrow neck strap. It would have been worn under the throat of an officer's charger, but I do not know which regiment
