Each arch has only one complete arm with a curved hook towards the base, they are rather like modern Peacock safety stirrups.. They have integral suspension loops. The have rectangular treads. The undersides of the stirrups are stamped with an illegible maker's name and "465"
One stirrup is a little more open than the other - possibly it was always used on the mounting side
