A hand forged steel spring or butterfly bit. This has a V shaped metal bar protruding from it - presumably to sit on the tongue ? There is also a metal stalk perpendicular to the bar which holds a spur rowel. The rowel no longer turns. Thankfully it's difficult to imagine this horror in actual use
