This is a set of four brass hub caps for a wagon or cart. Each is stamped :
"Thos. Stell Builder Keighley".
Thomas Stell was a builder of wagons and carts from Keighley, Yorkshire at the beginning of the 20th Century. I have seen one of his catalogues dating from 1909.
These were working tools and have quite a few dents and scratches
