This stirrup is made of brass It comes from South America - probably Brazil. Similar stirrups are sometimes described as "Tropeiro" or drover's / muleteer's stirrups.
It has a suspension loop which can swivel.
The arch of the stirrup has cast scrolling decoration with flowers surrounding the pivot of the tread.
The three bar tread can rotate.
There are no maker's marks or stamps.
